When Lincoln appointed Stanton as Sec. Of War he immediately went to work cleaning out the graft and favoritism from the War Department contracts. He required bids for all contracts. He also moved the telegraph office into the War Dept. offices. Even Lincoln had to come to the War Dept. office to get the news of battles.
