Balloons were used for reconnaissance and surveillance by both sides during the Civil War. This interesting photograph shows Virginia Professor Thaddeus S. Lowe (1832-1913) observing a battle from the balloon named “Intrepid.” Lowe proposed the creation of the U. S. Army Balloon Corps in 1861 to President Abraham Lincoln and became its
Chief Aeronaut.
